Earn R644 144 – R828 437 Per Annum as an Experienced HWSETA Projects Officer

The Health and Welfare Sector Education and Training Authority (HWSETA) is looking to appoint a Projects Officer at its Head Office in Bedfordview, and this is a solid, well-paid public sector role for candidates who already have real project management experience and want to put it to work in the skills development space.

Here’s the essential information first:

  • Closing Date: 7 August 2026
  • Location: HWSETA Head Office, Bedfordview, Johannesburg, Gauteng
  • Salary: R644,144 – R828,437 per annum (Total Cost to Company)

With those details out of the way, here’s everything else a serious applicant needs to know about the role, the requirements, and how to put together a competitive application.

Job Overview

This position falls under HWSETA’s Skills Development Planning (Projects) division, and it exists to keep the organisation’s national project pipeline running smoothly and in compliance with funding and governance requirements. HWSETA is one of South Africa’s 21 Sector Education and Training Authorities, meaning it manages substantial levy-funded grant projects across the health, social development, and veterinary sectors — and a Projects Officer sits right at the centre of making sure that money actually translates into real skills outcomes on the ground.

For someone with a project management background who wants meaningful, purpose-driven work rather than just another admin-heavy corporate role, this is the kind of position that genuinely delivers both.

Job Description

The Projects Officer will plan, coordinate, and monitor the implementation of Skills Development Planning (SDP) projects on a national basis, while also providing capacity-building support to HWSETA’s provincial offices. Expect a mix of project coordination, compliance monitoring, audit support, and stakeholder engagement, all tied back to how effectively grant-funded skills projects are delivered across the country.

Key Responsibilities

  • Supporting the implementation of projects and operational plans within the Projects sub-division
  • Coordinating project monitoring and evaluation activities to maintain compliance and quality standards
  • Conducting audits, identifying project risks, and recommending corrective action where needed
  • Assisting with audit processes and responding to internal and external audit requests
  • Designing and implementing capacity-building initiatives for provincial personnel and stakeholders
  • Evaluating project proposals and making recommendations aligned with HWSETA’s strategic objectives and compliance requirements
  • Supporting the implementation of PIVOTAL and discretionary grant-funded projects
  • Coordinating and monitoring project payments while ensuring Memoranda of Agreement (MoA) compliance
  • Providing guidance, advocacy, and stakeholder support relating to projects and funding initiatives
  • Consolidating project reports and working with the Research, Information Management and Evaluation (RIME) unit to strengthen project effectiveness and outcomes

Requirements and Qualifications

Applicants need to meet the following minimum criteria:

Qualifications

  • A Bachelor’s Degree in Education, Training and Development, Human Resources Development, or Financial Management
  • A valid driver’s licence
  • Access to your own vehicle is considered advantageous, given the national and provincial support element of the role

Experience

  • Four to six years’ experience in project management
  • Prior experience within a SETA environment or in project coordination more broadly

Skills and Competencies

Beyond ticking the formal requirements, HWSETA is looking for candidates who genuinely bring the following to the table:

  • Strong project management and coordination ability
  • Excellent stakeholder relationship management skills
  • Effective, clear communication paired with strong report-writing skills
  • Sound analytical and problem-solving instincts
  • Solid planning, monitoring, and organisational capability
  • A working knowledge of grant funding administration and compliance processes
  • The ability to operate confidently both independently and within a team
  • High levels of professionalism, integrity, and accountability
  • A good understanding of the broader skills development and SETA environment in South Africa

Why This Role Is Worth Considering

For experienced project management professionals, especially those who’ve worked in NGO, education, or public sector-funded environments, this role offers a genuinely appealing combination: a strong salary band by South African public sector standards, meaningful national-scale impact, and direct exposure to how skills development funding actually moves from policy into practice. It’s also a role with real career depth — spanning compliance, stakeholder management, capacity building, and financial oversight — rather than a narrow, single-function job.

For candidates who care about the social impact side of their work, there’s an added layer of purpose here too: HWSETA’s projects directly shape training and employment pathways in the health, social development, and veterinary sectors, sectors that touch the lives of ordinary South Africans in very direct ways.

About HWSETA

The Health and Welfare Sector Education and Training Authority (HWSETA) is one of South Africa’s 21 Sector Education and Training Authorities, established under the Skills Development Act to oversee skills development in the health, social development, and veterinary sectors. Headquartered at Bradford Road, Bedfordview, Johannesburg, HWSETA operates through both national and provincial offices to ensure its reach extends well beyond Gauteng alone.

HWSETA’s core mission centres on building an integrated approach to developing appropriately skilled health and social development workers, capable of delivering services that meet world-class standards. Its mandate includes developing and implementing the sector’s Skills Development Plan, monitoring education and training outcomes, identifying workplaces for practical experience, disbursing collected levies toward skills initiatives, and forging strong partnerships with employers, training providers, and government stakeholders across the sector.

Beyond funding formal training programmes, HWSETA runs skills-based training, work-based learning, and bursary programmes that have collectively supported thousands of learners, with a particular focus on improving employability and aligning workforce skills with the country’s economic and social needs. For professionals wanting to build a career with genuine national impact in South Africa’s public sector skills development space, HWSETA remains one of the more established and mission-driven employers in the field.

How to Apply

Interested candidates who meet the minimum requirements should prepare the following documents ahead of applying:

  • A comprehensive, up-to-date CV
  • Certified copies of relevant qualifications
  • A certified copy of a South African ID document
  • A certified copy of a valid driver’s licence
  • Any additional supporting documents relevant to the application

Important: certified copies of qualifications, ID documents, and driver’s licences must not be older than three months from the closing date of the advertisement, so applicants should get these certified close to submission rather than relying on older paperwork. HWSETA has also confirmed it is committed to Employment Equity, with preference potentially given to suitably qualified candidates from designated groups in line with the organisation’s Employment Equity Plan. Correspondence will be limited to shortlisted candidates only, if you haven’t been contacted within four weeks of the closing date, consider your application unsuccessful.
